While I am normally for escalation, why would they not try a pit maneuver, or stop him forcibly when the freeway is totally empty like this?

Yeeted him right out. Looked like that hurt.

I'm thinking more preventing him from getting in a situation where he could harm others. Ive never seen a chase with a road that empty before.
They'd closed the highway apparently so that's why it was clear. I think they figured without two tires he wouldn't last much longer on his own, and he wasn't going to hit anyone else since they'd already cleared the road of traffic (not that there should be any with the lockdown).

Because US is gigantic, everything seems more common compared to little baby countries.
i remember an old SuperBestFriendcast, one of the friends was talking about the japanese version of Cops on TV, where half the episode was "A CAR HIT A GUARD RAIL, HOW DID THIS HAPPEN?" and the other half was "THIS AMERICAN GOT TOO DRUNK, BUT ONE OF THEIR FRIENDS CAME BY AND HELPED THEM"
